The 4th Quisumbing Escandor Film Festival for Health is still accepting submissions until December 19, 2020. The nationwide filmmaking competition on the COVID-19 pandemic is open to all Filipino aspiring and established filmmakers and enthusiasts.
The festival committee is only accepting film proposals and films that were completed before October 1, 2020. This is to minimize and prevent the participants from the risk of catching the COVID-19 virus.
This year’s theme, “Bilang Nilalang,” highlights Filipino stories during the COVID-19 pandemic. The theme could be understood in two ways: the first one is “bilang nila-lang,” which signifies how one treats the cases of COVID-19 as just simple numbers, and the other one is “bilang nilalang,” a critique of the former which emphasizes the importance of human life, that these COVID-19 cases are not just mere numbers but lives of our kababayan.
The 4th edition of Quisumbing aims to “gather films that represent the Filipino people during this time of crisis for the purpose of health education, promotion, and advocacy.”
The submission is free of charge. Film entries can be in the form of documentary, short film, or animation. All entries shall not exceed 20 minutes and are not allowed to participate in other concurrent film festivals until August 2021.
Participants are permitted to submit multiple submissions, but only one entry will be chosen from each participant. All top proposals and selected films will be guaranteed a slot for their finished films in the Quisumbing Film Festival in July and will be eligible to attend an exclusive filmmaking workshop in January with mentors Raymond Red and Ricky Lee.
Over Php 250,000 will be awarded to the winners of the festival.
The event is organized by Mu Sigma Phi Fraternity Inc., Department of Health, Cultural Center of the Philippines, University of the Philippines Manila, Philippine Association of Communication Educators, and Film Development Council of the Philippines.
